Overview

The Eastern New Mexico University’s Constituency Senates are central to its shared governance model, empowering faculty, professional staff, support staff, and students to actively participate in decision-making. These elected bodies serve as vital consultative groups, meeting regularly to address issues relevant to their constituents and the broader university. Crucially, the Senates have the authority to appeal administrative decisions to higher levels, including the Board of Regents, if their recommendations are overruled without sufficient justification, ensuring their voices are heard and considered.

Statement on Governance Summary

Policy 15-2, Statement on Governance, outlines the governance policies and procedures for the Eastern New Mexico University System (ENMU), establishing clear guidelines for how decisions are made within the institution. It emphasizes the purpose of setting forth the legal framework and chosen governance structure, ensuring that ENMU complies with state laws while maintaining academic freedom. Key principles include Disclosure, Responsiveness, and Accountability, which guide interactions between constituencies such as faculty, staff, students, and administration. The Board of Regents serves as the ultimate decision-making body, reviewing policies after appropriate consultations. Additionally, it highlights the role of the University Council in steering governance processes, coordinating policy amendments, and ensuring effective participation from all System stakeholders. All matters are referred to the Board only after exhausting other appeal processes.

Role of the Senates

Policy 15-3-7: Consultative groups at the University consist of groups of constituency members who meet to provide input into and discussion of matters of University governance. The consultative groups shall include but not be limited to standing and ad hoc committees, councils, constituency senates and meetings of employees of an administrative unit.

Policy 15-3-10: There shall be constituency senates for the faculty, professional, support and student constituencies. These bodies shall be elected from the constituency membership and shall meet regularly and as needed to act on issues of constituency and University concern. If the administration decides contrary to the recommendations of a constituency assembly and the reasons for the decision are not judged by the constituency assembly to be sufficient to explain the contrary recommendation, then the officers of the constituency assembly shall be able to appeal the decisions to the next higher administrator or consultative level or, if necessary, to the Board. Constituency senates shall have standing committees with specific responsibility for certain University matters. Constituency senates are responsible for the continuing study of their own composition and rules and shall maintain structure and procedures that shall achieve an effective representation for constituency concerns.

Faculty, Professional, and Support Senates

Faculty Senate

The Faculty Senate is the primary vehicle for faculty participation in campus governance. It is elected in accordance with its own constitutions as approved by the ENMU Board of Regents.

Professional Senate

The Professional Employees Senate is the official body representing professional employees to the University administration, Community College Board, and the Board of Regents. The Senate serves as liaison between the administration and professional employees.

Support Senate

The Support Senate is the official body representing support staff employees to the University administration, Community College Board, and the Board of Regents. The Senate serves as liaison between the administration and all Support Staff employees.
