5.4 STATEMENT OF VALUES

Purpose. The Statement of Values sets forth
core operating principles for Eastern New Mexico
University-Roswell (ENMU-Roswell), its employees and
students.
STATEMENT OF VALUES
Our fundamental purpose is to be a
quality institution, operated by dedicated people providing
educational services and opportunities that meet the needs
of our students and our community. We aspire to be
recognized in our community as a caring institution,
committed to high standards in all our educational programs
and services. As a publicly supported community college, we
strive to provide opportunities for environment for our
employees. When students enroll in the College and
when employees are hired, they are expected to commit
themselves to these institutional values.
Because we believe in
providing a quality educational environment for our
students and employees alike, the Malcolm Baldrige Quality
Award core values are used as a framework for our
institutional values.
A.
Learning Centered
Education
- A focus of educational efforts on
active learning and the needs of learners.
- A commitment to quality
instruction with college level standards.
- The belief that the college
exists for students to experience growth opportunities
through a college education, prepare for the world of
work, and develop an appreciation for lifelong
learning.
- A commitment to provide
opportunities which will enable students to grow toward
their full potential, regardless of educational
background, by experiencing the joys of discovery and
by participating in the rigors of study.
- A commitment to encourage
students to assume ultimate responsibility for making
their educational experiences significant and
meaningful.
B. Leadership
- The belief that the College
leadership has an obligation to create clear and
visible directions and high expectations.
- The conviction that quality
leadership and effective managerial practices are
essential to maintain a positive and productive quality
of work life.
- A commitment to encourage the
development of positive and productive leadership at
all levels with the College.
C. Continuous Improvement and Organizational
Learning
- A belief that an institution must
continue to learn and improve from what it has learned.
As such, the continuous improvement process (1) has
clear goals, (2) is fact-based, (3) is systematic, and
(4) focuses on processes.
- A commitment to academic freedom
and the free exchange of ideas.
- A commitment to respond to a
continuously changing environment through self
evaluation and innovative processes.
- A commitment to further refine
and develop students' talents, skills, abilities,
and qualities.
- A commitment to support and
recognize a continual search to improve the ways
employees work together.
D. Faculty and Staff
Participation and Development
- A belief that the College should
assume responsibility for providing professional
development growth activities for employees.
- A commitment to encourage
employees to take advantage of professional development
opportunities.
- A commitment for an open,
participative management style that will provide
opportunities for employees input into the decision
making process.
E. Partnership
Development
- A commitment to respond to local
and regional concerns and to incorporate state and
national issues into the overall college goals.
- A conviction that employees
should understand, contribute to , and be supportive of
the growth of students and the community we serve.
F. Design Quality and
Prevention
- A belief that educational
improvement requires a very strong emphasis on
effective design of educational programs, curricula,
and learning environments.
- A conviction that all employees
should contribute to , and be supportive of , the
educational mission of the College.
- A conviction that employees are
responsible and accountable for their personal and
professional actions as they carry out their
assignments.
- A belief that effective
communication and cooperation among employees is
necessary to fulfill the mission of the College.
G. Management by
Fact
- A conviction that to be effective
as an improving educational institution, cause-effect
relationships are to be built upon measurement,
information, data, and analysis.
- A commitment to making decisions
based on analysis of facts.
H. Long Range View of
the Future
- A willingness to make long-term
commitments to students and to all stakeholders based
upon the foundation that the institution possesses a
strong future orientation.
- A belief that planning is
essential to anticipate many types of changes,
including educational requirements, instructional
approaches, resource availability, technology, and
demographics.
I. Public
Responsibility and Citizenship
- A commitment to serve as a role
model in such operational areas as public health,
safety, the environment, ethical business practices,
and nondiscrimination in all activities.
- The belief and pledge that the
College holds the institution in trust for the citizens
of New Mexico.
- A commitment to treat others with
respect and dignity.
- A belief that employees should be
guided by ethics of fairness, trust and respect for
each others' skills, abilities, and contribution to
the College.

Response
- A belief that one measure of
institutional effectiveness is faster and more flexible
response to the needs of both students and
stakeholders.
- A commitment to encourage
improved response times through simplified work
organization and processes.

Orientation
- A belief that the focus of our
institutional performance is on results that reflect
and balance the needs and interests of students and all
stakeholders.
