15.8 SUPPORT STAFF SENATE CONSTITUTION

1. Purpose. The Support Staff Senate Constitution provides the framework for Eastern New Mexico University-Roswell (ENMU-Roswell) support staff participation in the governance process. The following is the text of the Support Staff Senate Constitution:

SUPPORT STAFF SENATE CONSTITUTION

PREAMBLE

The function of this document is to define the purposes, rights and composition of the Support Staff Senate of Eastern New Mexico University-Roswell Campus.

ARTICLE I: NAME AND PURPOSE

A. The name of this organization is "The Support Staff Senate, Eastern New Mexico University-Roswell Campus."

B. The Support Staff Senate's purposes are:

1. To maintain a communication network among all support staff on the Roswell Campus and with other personnel of the institution as a whole.

2. To make recommendations to the Administrative Council and the Planning Council at ENMU-Roswell on behalf of the support staff personnel and to the University-wide senate on matters pertaining to the welfare of its constituency.

3. To elect two representatives to the University-wide senate in a voting capacity.

4. To elect one member to serve on the Handbook Committee for the University-wide senate.

5. To elect one representative and one alternate to serve on the Special Appeals/Grievance Committee for the University-wide senate.

6. To elect one member to serve in a voting capacity to the Administrative Council of ENMU-Roswell.

7. To elect two members to serve in a voting capacity to the Planning Council of ENMU-Roswell.

ARTICLE II: COMPOSITION OF THE SENATE

  1. Eligibility: Membership and voting privileges are extended to all permanent/regular support staff personnel, full or part-time, employed at Eastern New Mexico University-Roswell Campus.

ARTICLE III: ELECTIONS, TERMS OF OFFICE, SUCCESSION

A. Elections: Annual elections shall be conducted to fill vacancies on the Support Staff Senate in June of each year. Election will be by simple majority vote. The term of office shall run from July 1 through June 30 of the following year for one-year terms. Two-year terms will be an additional year.

B. Officers of the Senate shall be:

President

Vice-President

Secretary/Treasurer

Representative to Administrative Council

Support Staff Senators (2)

Handbook Committee Representative

Special Appeals/Grievance Committee Representative

Special Appeals/Grievance Committee Alternate

Representatives to Planning Council

C. Terms of Office shall be:

1. President, Secretary/Treasurer, Handbook Representative, and Representative to Administrative Council shall be one year.

2. Vice-President, Support Staff Senator, Planning Council Representatives, Special Appeal/Grievance Representative and Officers and Representative and alternate shall be two years.

3. Secretary/Treasurer shall be eligible to succeed themselves for one term only.

4. Representative to the Handbook and Special Appeal/Grievance Committee members may not succeed themselves.

5. Support Staff Senators to University-wide senate and the Representatives to Planning Council shall be staggered to allow for the election of one of the members each year. These officers may not succeed themselves in consecutive years.

6. The Vice-President shall serve the first year as Vice-President and will automatically become the President during the second year of service on the Senate.

D. Duties of Officers and Representatives:

PRESIDENT:

1. The President shall assume general leadership of the Senate.

2. Shall call and preside at all meetings of the Senate.

3. Shall be ex-officio member of all committees pertaining to the Support Staff Senate.

4. Shall call special meetings when necessary.

5. Shall meet with the Provost monthly or as often as deemed necessary.

6. Shall serve on the Administrative Evaluation Committee

7. Shall appoint committees as deemed necessary.

VICE-PRESIDENT:

1. The Vice-President shall assume all duties of the President when necessary.

2. Shall otherwise assist the President as requested.

SECRETARY/TREASURER:

1. The Secretary/Treasurer shall keep accurate records of the proceedings of the regular and special meetings of the membership.

2. Shall handle any correspondence requested by the President.

3. Shall provide minutes to all members and administrators.

4. Shall keep accurate records of all budget expenses incurred.

REPRESENTATIVES TO UNIVERSITY-WIDE SUPPORT SENATE

1. Shall travel to Portales and attend all senate meetings.

2. Shall help in decision-making for the University-wide support staff.

3. Shall report back to the ENMU-Roswell Support Staff Senate any appropriate information.

HANDBOOK COMMITTEE REPRESENTATIVE:

1. Shall help write any changes to the handbook as deemed necessary by the membership to be appropriate.

2. Shall travel to Portales and attend al Handbook Committee meetings.

3. Shall report back to ENMU-Roswell Support Staff Senate any appropriate information.

SPECIAL APPEALS/GRIEVANCE COMMITTEE REPRESENTATIVE & ALTERNATE:

1. Shall function as representative when appropriate.

ADMINISTRATIVE COUNCIL REPRESENTATIVE

1. Shall report to Administrative Council all items of concern of the Support Staff Senate.

2. Shall report actions of the Administrative Council to the Support Staff Senate.

3. Shall vote on behalf of ENMU-Roswell Support Staff Senate.

PLANNING COUNCIL REPRESENTATIVES

1. Shall report to the Planning Council all items of concern of the Support Staff Senate.

2. Shall report actions of the Planning Council to the Support Staff Senate.

3. Shall vote on behalf of ENMU-Roswell Support Staff Senate.

E. Vacancies:

1. If vacancies occur on the Support Staff Senate as a result of resignation, death, etc., the President shall appoint a temporary successor for the unexpired term only, with the approval of the Support Staff Senate, until the next regularly scheduled election by the membership is held. The only exception to this being the Vice-President.

2. If the Presidency is vacated prior to normal elections, the Vice-President will succeed the President with all duties and responsibilities. The Vice-President will then become the official President the second term.

3. If the Vice-Presidency is vacated prior to normal elections, a special election will be called as soon as possible to elect a new Vice-President.

ARTICLE IV: OPERATING PROCEDURES

A. Meetings: Meetings will be held once a month, at a time and place decided by the membership. Special meetings will be called and held as necessary.

B. Committees: Ad hoc task force/committees shall be established by the President of the Support Staff Senate from time to time as deemed necessary to carry out the functions and to transact the business of the Support Staff Senate.

1. Wellness Committee: Shall consist of three Support Staff. These representatives will be elected to serve overlapping two-year terms of office.

2. Support Staff Advisory Committee: Seven to eight member to provide a general consensus of leadership to the President. One-year term.

3. Union Representatives Committee: Two members to give and receive input for INFORMATION PURPOSES ONLY as deemed necessary on unions. One-year term.

C. Voting Procedures: Elections will be held in June of each year. Nominations of officers will be at a regular meeting and accepted from the floor. The nominees must then be asked if they are willing to serve in a Support Staff officer capacity. Ballots shall be issued by mail and the votes tallied as soon as possible.

ARTICLE V: AMENDMENTS

A. Proposal: Amendments to this Constitution may be proposed by any member of the Support Staff Senate by submitting such proposals in writing at any regular or special meeting of the Support Staff Senate.

B. Adoption: Proposed amendments shall be adopted and be effective immediately upon passage by a two-thirds (2/3) majority vote of those voting, and upon approval by the Administrative Council.
