1. Purpose. The Eastern New Mexico University-Roswell (ENMU-Roswell) Faculty Senate Constitution provides the framework for faculty participation in the governance process. The following is the text of the Faculty Senate Constitution:
FACULTY SENATE CONSTITUTION
PREAMBLE
The purpose of this document is to define the rights, powers, duties, and obligations of the Faculty Senate of ENMU-Roswell Campus as the representative assembly of the Regular Faculty of ENMU-Roswell Campus according to the definition of "Regular Faculty" as stated in the Faculty Handbook.
A complimentary document, "By-Laws of the Faculty Senate of ENMU-Roswell" sets forth the ways and means of implementing the rights, powers, duties, and obligations that are defined in this Constitution.
A. The name of this organization is "The Faculty Senate, Eastern New Mexico University-Roswell Campus.
B. The Board of Regents of Eastern New Mexico University through this Constitution confers the right and the permission for the Regular Faculty of ENMU-Roswell Campus to create, establish, organize and operate its own Faculty Senate separately from the Faculty of ENMU-Portales Campus.
1. The Faculty Senate of ENMU-Roswell Campus shall be autonomous with regard to its rights, actions, powers, duties, and obligations in matters which concern only the Roswell Campus.
2. The Faculty Senate of ENMU-Portales shall not pre-empt the rights duties, responsibilities, obligations and actions of the Faculty Senate of ENMU-Roswell Campus in matters concerning only the Roswell Campus.
3. The existence of a separate Faculty Senate of ENMU-Roswell Campus shall in no way be continued to limit, exclude, or preclude representation of the Roswell Campus Regular Faculty in the Faculty Senate of ENMU-Portales when it is considering University-wide matters that concern all campuses.
4. The Faculty Senate of ENMU-Roswell shall make its recommendations to the Provost for the Roswell Campus, with the right of appeal to the central administration of the Portales Campus.
C. The Faculty Senate is the primary vehicle for faculty participation in University governance, and as such, it shall carry out all the responsibilities and obligations delegated to it by the Faculty Handbook and/or the University Governance Document.
D. The Faculty Senate of ENMU-Roswell shall constitute the Regular Faculty Constituency Assembly on the Roswell Campus, with all the rights, duties, and obligations of a Constituency Assembly as set forth in the University Governance Document.
E. The rights, functions, and responsibilities of the Regular Faculty of ENMU-Roswell in regard to participation in University governance and operation shall be used on the principles outlined in the "1966 Statement on Government of Colleges & Universities," jointly formulated by the American Association of University Professors, the Association of American Colleges, and the Association of Governing Boards of Universities & Colleges.
F. The Regular Faculty of ENMU-Roswell shall have the right to establish internal committees that have parallel functions and responsibilities to corresponding committees on the Portales Campus, and the right to be proportionately represented on all appropriate University-wide consultative groups.
A. Eligibility
1. All regular faculty members are eligible to vote in general faculty elections and to serve in the Faculty Senate who meet the criteria set forth in the Faculty Handbook.
B. Representation
1. The Regular Faculty of ENMU-Roswell Campus shall be proportionally represented in the Faculty Senate by a ratio of one senator for every five (5) members of the Regular Faculty.
A. Elections
Annual elections shall be conducted to fill vacancies on the Faculty Senate.
B. Term of Office
Members of the Faculty Senate shall serve terms of two years.
C. Succession
Members of the Faculty Senate shall be eligible to succeed themselves for one term.
A. Authority
The business of the Faculty Senate shall be conducted according to its own By-Laws and in accord with the provisions of the University Governance Document, the Faculty Handbook, and the laws of the State of New Mexico.
1. This authority applies to all of the following:
a. Meetings
b. Parliamentary procedure
c. Officers of the Senate
2. The Faculty Senate shall hold a minimum of one meeting per month, except during summer sessions.
B. Committees
1. Ad hoc committees shall be established by the President of the Senate from time to time as she/he deems necessary to carry out the functions and to transact the business of the Faculty Senate.
2. Standing committees & other consultative groups
a. Regular Faculty members who serve on standing committees of the University or of the Regular Faculty or on other consultative groups as required by the Faculty Handbook and/or the University Governance Document, shall be elected or appointed, as specified in those documents, under the direction of the Faculty Senate.
b. The President of the Faculty Senate shall have the power to call meetings of the Regular Faculty for the purpose of electing Regular Faculty members to serve on standing committees.
The Regular Faculty shall have the power to review, affirm and reject actions of the Faculty Senate of ENMU-Roswell Campus.
A. Proposal
Amendments to this Constitution may be proposed by any member of the Faculty Senate by submitting such proposals in writing at any regular or special meeting of the Faculty Senate.
B. Adoption
Proposed amendments shall be adopted and be effective immediately upon completion of all of the following procedures:
1. Passage by a two-thirds (2/3) majority vote of the whole membership of the Faculty Senate.
2. Ratification by a majority of Regular Faculty members voting on such proposals either in general meetings or through ENMU-Roswell Campus mail, within fourteen (14) days after passage by the Faculty Senate.
3. Approval by the Board of Regents of Eastern New Mexico University.
C. Effects on By-Laws
It shall be incumbent upon the Faculty Senate of ENMU-Roswell to initiate amendments to the By-Laws of the Faculty Senate when such amendments are necessary to make the By-Laws consistent with the amendments to this Constitution.
