15.4 MULTICULTURAL ADVISORY COMMITTEE

PURPOSE AND OPERATING PROCEDURES

1. Purposes. The purposes of the Multicultural Advisory Committee are as follows:

A. Regular Members

Regular members consisting of twelve (12) to fifteen (15) members shall serve staggered three-year terms. They shall represent the interests of ethnic minorities in the Pecos Valley consisting of Hispanics, Native-Americans, African-Americans and Asian-Pacific Islanders. Also represented will be the public school districts in Artesia, Dexter, Hagerman, Lake Arthur and Roswell as well as the ENMU-Roswell Student Outreach Program.

The ENMU President shall appoint individuals as regular members of this committee upon the recommendation by the Multicultural Advisory Committee and the ENMU-Roswell Provost.

Terms shall commence January 1 and end three years hence on December 31. A member is eligible to serve two consecutive terms. Persons may be appointed to serve unexpired terms of members who have resigned.

B. Ex-Officio Members

The ENMU President, ENMU-Roswell Provost and others who may be designated by the Provost serve as ex-officio (non-voting) members of the Multicultural Advisory Committee.

C. Officers

The voting members of the Multicultural Advisory Committee shall elect the officers by a simple majority of the members present at the meeting. Elected officers shall serve one-year terms. Officers can succeed themselves in office twice for a total of three years. The responsibilities of the officers are as follows:

· President - To call such meetings (regular and special) as may be necessary and to chair the meetings of the Multicultural Advisory Committee.

· Vice-President - To serve in the capacity of the President in his/her absence.

· Secretary - With the assistance of the Administrative Assistant to the Provost, to record the proceedings of the meetings and to keep the membership informed of the actions of the committee.

D. Meetings

Regular meetings shall be held quarterly and shall be set by the membership at the first meeting of the year (January). The President shall call special meetings with the concurrence of the ENMU-Roswell Provost or ENMU President.

All meetings (unless prior arrangements are made) shall be held at ENMU-Roswell.

E. Quorum

A simple majority of regular members constitutes a quorum. In the event of a quorum not being present, actions can be taken and then ratified or rescinded at the next meeting in which there is a quorum.

F. Committees

Such standing and ad hoc committees may be formed as desirable to carry out the responsibilities of the Multicultural Advisory Committee.

G. Reporting

Advice and suggestions from the Multicultural Advisory Committee are to be made to the ENMU President and ENMU-Roswell Provost. Minutes of meetings and/or recommendations shall be widely disseminated to Multicultural Advisory Committee members, on campus and to the governing boards.

H. Publicity

Since this is an advisory committee created by ENMU-Roswell and its governing structure and designed to assist the institution in a selected area, it is not intended to be a public body. However, guests and others will be invite to meetings as appropriate. Minutes of the meetings are open to the public.

I. Funding

Funds necessary to carry out the purposes of the Multicultural Advisory Committee shall be through the normal sources of funds for the ENMU-Roswell operating budget and/or special grants and contracts.
