1. Preface. Eastern New Mexico University-Roswell was organized to meet the educational needs of qualified individuals desiring to further their educational experience. Inasmuch as education is a dynamic, on-going process, it is important that the opportunity for continuing educational programs be provided for all of our citizens. Every educational institution shares the responsibility to prepare individuals to assume personal direction over their lives and to demonstrate personal initiative.
Specifically, ENMU-Roswell should stimulate, prepare and encourage individuals to take their places as responsible citizens in our democratic society.
The specific purposes of ENMU-Roswell are:
A. To provide an opportunity for students to complete the first two years of college and transfer to a four-year college or university for the remainder of their degree program.
B. To provide an opportunity for students to study a general educational program and to assist these individuals through educational experiences to assume their roles as competent citizens in the community.
C. To provide an opportunity for individuals to receive career technical training in certain specified vocations that will enable them to become gainfully employed and informed community citizens.
D. To provide an opportunity for adults to develop and continue their education.
E. To provide an opportunity for individuals to receive assistance from trained personnel in the areas of advising pertaining to an appropriate choice of educational programs and personal affairs.
2. Purposes. The purposes of the Community Advisory Council are as follows:
A. To advise the ENMU President and ENMU-Roswell Provost concerning matters in the following areas:
1. The image of ENMU-Roswell in the community.
2. Program needs in areas of career, academic, and customized training.
3. Significant economic, social and political developments within the community and the State.
B. To communicate to the various publics that the members represent the significant developments within the institution.
C. To assist in the development of needed resources for the promotion, expansion and operation of ENMU-Roswell.
3. Membership. The committee shall consist of the following:

· Provost, ENMU-Roswell, ex-officio
· ENMU Regent - Roswell area
· Superintendent, Dexter Consolidated School District
· President of the Board, Dexter Consolidated School District
Roswell Independent School District No. 1
· Superintendent, Hagerman Municipal School District
· President of the Board, Hagerman Municipal School District
· Superintendent, Lake Arthur Municipal School District
· President of the Board, Lake Arthur Municipal School District
· Superintendent, Roswell Independent School District
· President of the Board, Roswell Independent School District
In addition, fifteen (15) to twenty (20) Community Advisory Council members will be selected at-large from Chaves County based upon their interest in serving on the Council, their reputation as civic and community leaders, and the public(s) they represent. All members shall receive an orientation to ENMU-Roswell in order to make recommendations based upon a solid understanding of the institutional operation.
Terms of membership for members-at-large will be three years with approximately one-third of the membership rotating each year. Terms of appointments shall commence January 1 and end three years hence on December 31. An individual may be appointed for two three-year terms and may be re-appointed after a two-year absence from the Council.
Appointments shall be made by the Board of Regents based upon the recommendations of the Community Advisory Council; the Provost, ENMU-Roswell; and President, ENMU.
Excessive absence from meetings that are usually indicative of a lack of interest and/or lack of available time to devote to the Council shall be sufficient reason for termination of appointment. New appointees serve only the remaining unexpired term of appointment.
4. Operating Procedures. The officers of the Community Advisory Council shall be elected by a simple majority vote and shall be for a tem of one (1) year from January 1 through December 31, with provisions for re-election for a term of up to three (3) consecutive years, and shall consist of a Chair and Vice-Chair.
The Community Advisory Council will meet on a monthly basis during the academic year with additional meetings as necessary, especially during orientation. Meetings will be canceled if no business exists for a meeting. The meetings shall be chaired by the Chair, and in his /her absence, by the Vice-Chair. Meeting times and location shall be set by the membership.
Roberts Rules of Order will serve as a guide for parliamentary procedures.
The Community Advisory Council acts as a body politic, and therefore no member speaks or acts for the Council as a whole. Recommendations and suggestions for specific action must reflect the views of the majority of the members present at the meeting. However, any member can provide advice, informal feedback and items of a communication nature at any time.
Minutes shall be kept by the Administrative Assistant to the Provost and shall be disseminated to all members prior to the next meeting. The agenda for each meeting shall be prepared by the Chair or his/her designee and shall be distributed prior to the meeting, if possible.
