1. Purpose. The Roswell Branch Community College Board (a.k.a. as the Community College Board) has certain legal responsibilities for the operation of the Roswell Branch Community College. Roswell Branch Community College is the legal name for Eastern New Mexico University-Roswell (ENMU-Roswell).
2. Legal Duties. The duties of the Roswell Branch Community College Board are to: 1) enter into written agreements with the board of regents of a New Mexico university, subject thereafter to biennial review by all parties concerned and to the review and commentary of the commission on higher education, for the operation of the branch college;2) act in an advisory capacity to the board of regents of the New Mexico university operating the branch in all matters relating to the conduct of the branch community college;3) approve an annual budget for the branch community college for recommendation to the board of regents; 4) certify to the board of county commissioners the tax levy; and5) conduct the election for tax levies for the branch community college.
3. Relationship with ENMU. Since the fall of 1958, the board has contracted with Eastern New Mexico University for the operation of the Roswell Branch Community College. The board has renewed this operating agreement every two years (even numbered years). Part of this continuing operating agreement is that no funds of ENMU shall be allocated for the support of the Branch and no funds of the Branch may be diverted to ENMU except for indirect administrative overhead.
The agreement is binding upon both Roswell Branch Community College and ENMU; however, it may be terminated by mutual consent or it may be terminated by either party upon six months' notice. However, if the Roswell Branch Community College has outstanding bonds, neither party may terminate the agreement until the outstanding bonds are retired, except as provided by Section 21-13-24.1 NMSA 1978.
4. Composition of the Board. There are 20 members on the Roswell Branch Community College Board. The members of the Board consist of the board members of the four school districts comprised of the Dexter Consolidated Schools, Hagerman Municipal Schools, Lake Arthur Municipal Schools, and the Roswell Independent School District.
5. Operating Procedures. The following shall constitute the operating procedures of the Roswell Branch Community College Board herein after referred to as the "Board."
A. Membership. The membership shall consist of the members of the boards of education from the following school districts in Chaves County, State of New Mexico which collectively form the tax district for the Roswell Branch Community College located in Roswell, New Mexico. These districts are:
Dexter Consolidated School District No. 8
Hagerman Municipal School District No. 6
Lake Arthur Municipal School District No. 20
Roswell Independent School District No. 1
B. Officers. The officers of the board shall consist of the President and the Secretary. The duties of the President are to call such meetings of the Board as may be necessary to carry out the duties of the Board and to chair such meetings.
The duties of the Secretary of the Board are to act in the capacity of the President in his/her absence and to review and approve the minutes and official proceedings of the Board as submitted by the recording secretary (administrative assistant to the Provost, ENMU-Roswell).
C. Terms of Office. Officers are elected by the simple majority vote of the Board. Officers are elected for a one-year term of office during the fall meeting of the Board but may serve unlimited consecutive terms.
D. Meetings. Regular meetings are held at least once per semester during the fall and spring semesters of ENMU-Roswell.
E. Special meetings may be held as needed throughout the year. Meetings sites are rotated alternately between ENMU-Roswell and the school districts of Dexter, Hagerman and Lake Arthur.
F. Quorum. A simple majority (11 of 20) is required for a quorum of the Board.
G. Duties and Responsibilities. The duties and responsibilities of the Board in relation to the operation of ENMU-Roswell are as follows:
1. Act in an advisory capacity to the Board of Regents in all matters pertaining to the conduct of ENMU-Roswell. This is accomplished operationally through membership of the respective Board Presidents serving on the Community Advisory Council and by recommendations from the Board as a whole to the President, ENMU and the Provost, ENMU-Roswell;
2. Approve an annual operating budget for ENMU-Roswell for recommendation to the Board of Regents;
3. Certify to the Chaves County Commissioners the full-time equivalent tax levy;
4. Conduct elections for tax levies for ENMU-Roswell; and
5. Meet with the Provost and/or President at least twice annually.
H. Notice of Meeting. Notice of a regular meeting may be given:

By written notice published in a least the Roswell Daily Record, being a newspaper of general circulation in the school districts within which Roswell Branch Community College has been established, i.e. Roswell Independent School District No. 1, Dexter Consolidated School District No. 8, Hagerman Municipal School District No. 6, and Lake Arthur Municipal School District no. 20, at least three days prior to the regular meeting; or
7. By posting a written notice a the Office of the Provost on the Roswell Branch Community College campus at least three days prior to the meeting; or
8. By public oral announcement of the time and place of such meeting, made at the previous regular meeting of the Board; or
9. By posting such notice twenty-fours hours in advance at the Office of the Provost on the Roswell Branch Community College campus,
The foregoing notice (either written or oral) is sufficient so long as the time and place of such meeting is given. As to special matters, the Board, in its sole discretion, additionally may include in such notice a brief description as to items or items to be considered at such meeting, by reference to the general topic or by reference to all or a portion of the agenda, and may state the place and time where copies of the agenda may be obtained.
Substantial compliance with any one of the foregoing methods of giving notice shall constitute compliance with Chapter 10, section 15, New Mexico Statutes Annotated, 1978 Comp. Nothing herein shall prevent the use of additional means or methods of giving notice of regular or special meetings. Nothing herein shall require new notice for any public meeting for which notice has been given and which is recessed or adjourned except an oral announcement of the time and place which shall be made by the presiding officer before such meeting is recessed or adjourned. The Provost or anyone designed by the Provost hereby is authorized to give any such foregoing notice, and also any additional notice of regular or special meetings as the Provost or designate, in his/her sole discretion, may consider to be appropriate.

6. Accreditation. ENMU-Roswell is accredited as an operationally separate campus by The Higher Learning Commission and is a member of the North Central Association. Extended degree courses offered at ENMU-Roswell are accredited through the main campus in Portales. During the fall of 2000, ENMU-Roswell became a partner in the North Central Association's Academic Quality Improvement Project (AQIP), a new division of the NCA that focuses on quality principles and the concept of continuous improvement. Various disciplines are certified by their own special agencies.
