1. Overview. The Eastern New Mexico University Board of Regents consists of five members, including one member selected from the student body. The Governor appoints the members of the Board of Regents and confirmed by the New Mexico Senate. Members serve six-year staggered terms and there cannot be more than three members registered with the same political party. Board members are responsible to the State of New Mexico for matters relating to ENMU. The Board has established the Board of Regents Manual as a procedural guide.
2. Purpose. This Manual has been designed and developed to serve four main purposes:
A. As a procedural guide for the Board of Regents (the Board) of Eastern New Mexico University (the University) in organizing itself, holding meetings, and taking action, in the same way as by-laws govern the operation of a corporate board of directors;
B. To distinguish the responsibilities actually exercised by the Board from the functions delegated to the President of the University;
C. As a source of information for others concerning the basic policies of the University and the procedures followed by the Board; and
D. As a codification of existing policies and procedures specifically required by law or approved by the Board in accordance with their general power to manage the University.
3. Modifications. This Manual and the policies included in its appendices may be modified by a majority vote of the Board of Regents at any of its meetings. It is the intention of the Board that proposed modifications will receive adequate publicity and discussion prior to their adoption.
4. Parts of the Manual. This Manual is divided into four parts. They are:
