Housing - General Policies
Activity Fee
All residents pay a $5.00 activity fee. This fee is not built into the general tuition and fees schedule. The activity fee goes toward community wide programming and activities. It also helps the committee with equipment, games, supplies, and other resident needs. This fee is non-refundable.
Alcohol
The University prohibits the use and/or possession of alcoholic beverages and their containers in the residence hall.
Bicycles Policy
There is limited space available in the apartments for regular bicycle storage. Bicycles should be secured in the racks provided outside each building. Bicycles locked to trees and light posts will be confiscated by University Security. You may register your bicycle with the University Security to assist in the event of theft. You are encouraged to store your bicycle over the holidays or school breaks.
Cable Television
Each room is provided with a 70 channel, expanded basic cable line-up, at no additional cost. Premium channel subscriptions are available through the local cable provider.
Candles/Incense
Due to health considerations and fire safety issues, the use of candles or incense is not allowed in the apartments or suites.
Cooking
For health and safety reasons, cooking in individual rooms or suites is not permitted. Electric coffee pots, popcorn poppers, and small crock-pots are allowed. Hot plates, toasters, electric frying pans, and any other open coil appliances are not permitted.
Drugs
Use, possession and/or sale of narcotics or other dangerous drugs as defined by local, state and federal laws are prohibited. Students involved in such behavior are subject to serious university disciplinary action, an immediate eviction from the housing complex and termination of lease agreement.
Fire Drills
Occasionally fire drills are scheduled in our community in compliance with state regulations. During fire drills, you are expected to follow the directions given to you and to maintain a mature attitude. It is a violation of state law to remain in your apartment or suite once an alarm has been sounded.
Fire Equipment
In accordance to New Mexico state statute 30-39-1, it is a misdemeanor to tamper with any type of fire safety equipment. Misuse of this equipment can cause the loss of life or property and will not be tolerated. You risk termination of agreement, a fine, severe university discipline and/or imprisonment if you tamper with fire safety equipment or sound a false alarm.
Firearms
All firearms, ammunition, bows and arrows are prohibited on Sierra Vista Village grounds or ENMU-R property. You will risk severe University discipline and/or eviction if found with any dangerous weapons on the property.
Storage is available with the University Police free of charge. Prior arrangements must be made to deliver and pick up weapons. Please see the Student Handbook for more specifics.
Garbage Collection
Garbage is collected daily from dumpsters located outside the housing complex. Residents are responsible for taking their trash out to the dumpsters.
Group Billing
Group billing helps to deter vandalism. These costs inevitably result in increased room rates for all residents. Most vandalism that occurs in the community occurs by our residents that call the community their homes. The purpose of group billing is to encourage individuals, peers and neighbors to come forward to report damage/vandalism. If not, the building or unit residents will be responsible for the cost to repair or replace the damaged area. The process may sound drastic, but it works very well.
Group billing charges will be assessed throughout the semester as damages occur. Sierra Vista Village staff will record charges assessed to each individual student. At the time of check out, each student is responsible for paying his or her portion of all group-billing charges in full. Students who do not choose to pay group billing charges at the time of check out will be charged an additional $10. The $10 service charge and group billing charges will be deducted from the student’s room deposit.
Kitchens
Our apartment units have fully equipped kitchens. We encourage our residence to practice safe cooking techniques. Always make certain that all burners have been turned off before leaving your apartment.
We do not have cooking facilities in the suites. For health and safety reasons, cooking in individual rooms is not permitted. You may, however, bring a microwave oven.
Keys
Students are issued a suite or apartment keys, a room key and mailbox key at check in. The cost to change a lock and replace the set of three keys is $100.00. To replace any individual key the cost is $50.00.
Laundry
ENMU-Roswell has coin operated washers and dryers. They are located at the mid-point of each floor in Building One and are for residents’ use only. The machines are maintained monthly, or as needed, to insure proper service. Refunds, if needed, are available from staff on a weekly basis.
Club House
The Sierra Vista Village clubhouse is open to all residents. The clubhouse is open Monday through Thursday from 8:00 a.m. until 10:00 p.m. On weekends the clubhouse will operate from 8:00 a.m. until 12:00 p.m.
Our clubhouse features:
- Media center with a wide screen TV
- Sand volleyball court
- Game room
- BBQ patio/area
- Computer lounge
- Study area
- Fitness room
- DVD player
The clubhouse will have a television, VCR, DVD player, pool table, and game tables. The nature of the clubhouse changes from time to time based upon student interest.
Liability
The Housing Office and its staff, employees, or agents will not be responsible for the loss, damage, or destruction of students’ personal property. If insurance coverage is desired, it is the student’s responsibility to acquire such insurance to cover his/her property.
Light Bulbs
Light bulbs will be provided for all room light fixtures. If a bulb burns out, contact your RA to have it replaced.
Mail Service
ENMU-Roswell Housing office handles all students’ mail. Mail is delivered and sorted Monday through Saturday by 3:00 p.m. The student mailing address is stated below. Individual mailboxes will be assigned upon check in.

Maintenance and Repairs
If you believe that something in your room needs to be repaired, contact your RA and she/he will submit a maintenance work order. We believe your request should be followed up in a timely manner, so if nothing has been done to correct the situation within a reasonable time frame, please notify the Director. Students are never permitted to do repairs themselves.
Painting Your Room
Every effort is made by the Housing Department to keep the rooms in good repair. If you think your room is in need of painting, contact your RA. If painting is needed, the Housing Department will try to expedite the painting over a holiday or break period. Residents are not permitted to paint their own rooms.
Parking
Parking areas for residents are located adjacent to each building in the housing complex. Each parking lot is well lighted, under camera surveillance and patrolled nightly until 12:00 a.m. by University Security. All student vehicles are required to have a University parking permit. The parking permit must be visible and displayed inside your registered vehicle. Parking permits are available though the Housing Office and are issued at the beginning of each semester.
Pets
For health and safety, as well as humane reasons, pets are not allowed in the residence halls. Tropical fish are allowed in tanks of no larger than twenty-five (25) gallons.
Posting Guidelines
If you or your organization would like to post information at the housing complex, contact the Housing Office for approval. Signs posted without approval are subject to removal. The distribution of posters and flyers under residents’ doors is not permitted.
Quiet Hours
Each building maintains specific quiet hours. During those times, the noise level is kept to a minimum for those who wish to study or sleep. Anyone who disregards other residents’ rights by creating noise, will be subject to disciplinary action.
Security
ENMU-Roswell University Security personnel makes frequent rounds at Sierra Vista Village and the housing staff makes nightly building checks. On-call Residential Advisors are also available to handle any disturbance or concern from 5:00 p.m. to 8:00 a.m.
For your safety and security, you should keep your room door locked and your keys in a safe place. All apartment and suites have limited access to doors, which aid in the security of the building.
All exterior doors in Building One are locked at 10 p.m. every night. If you are locked out of the building after 10 p.m. without your keys, you will be required to show your ID to verify that you live in the building. Tampering with any lock, window or door will result in immediate university discipline that may include immediate contract termination, university sanctions, and/or suspension.
Smoking
Smoking will not be permitted in bedrooms, apartments, suites or main hallways. If a smoke-free area becomes polluted with smoke, students will be subject to disciplinary actions.
Solicitation
Soliciting of any type is prohibited at Sierra Vista Village.
Storage
There is no storage space available at Sierra Vista Village. Outside storage units are available inside the city. Students are encouraged to keep their excess personal items to a minimum.
Telephone Service
Each apartment is equipped with one telephone jack that may be activated by calling Cable One at 505 623-2391or 2005 S. Main in Roswell, NM. Each suite is equipped with three telephone jacks. Cable One can activate your telephone service by calling the above telephone number. There are also pay phones located in each residential building.
Vending Machines
Coin operated soft drink and snack machines are located in the clubhouse and laundry room.
Visitation
A resident of Sierra Vista Village must escort his or her guest(s) at all times. Specific hours are set aside in Building Two and Three when members of the opposite sex are allowed to visit individual floors and rooms. All guests of the opposite sex must be escorted within the housing complex. The system of escorting individuals keeps unauthorized persons from roaming and loitering on the property.
Wall Decorations
You are welcome to personalize your room with pictures and posters. You must use poster staples, putty, tape or thumb tacks. If nails or screws are used, you will be charged for the cost of patching and painting the room. Any visible hole(s) in the wall(s) must be repaired, or you will be charged for the labor and supplies needed to restore the wall to its original condition.
Waterbeds
Waterbeds or other water filled furniture are not allowed at Sierra Vista Village.
