Call to Order: Steve Henderson called the meeting to order at 4:06 p.m.
Introductions: Steve Henderson requested that everyone introduce themselves for the benefit of new members.
Approval of Minutes: A motion was made by Bob Cates to approve the Minutes of February 24, 2005. The Minutes were approved unanimously.
College Access Program (CAPS) Scholarships: LaNelle Witt asked how many schools were included in the first CAPS year. Dr. Armstrong explained that it began with Sunset Elementary School, but will be expanded to include three additional schools later this year. She also explained how the CAPS program works in the sponsored school: As the 5th grade students graduate, they receive an initial $50, which is deposited for the student in an interest bearing account. An additional $50 is added to the student’s account yearly for each academic year the student completes until they graduate from high school. Upon successful graduation, the student is eligible to use the money for college tuition at ENMU-R, and related expenses within two years of graduation. If the student does not use the money within that time period, it is returned to the scholarship program. The discussion was tabled while Donna Gutierrez retrieved CAPS brochures for the council members. The brochures were distributed with no further questions.
Health Science Center/Rehab Facility: Jane Batson, Chairwomen for the ENMU-R Health Division, provided a brief history and current status of the health division, including ongoing community outreach programs, along with a recapitulation of the recent bond issue vote passage that allowed the construction of the new ENMU-R Health Sciences Center. With the news that Governor Richardson’s signature on the bill seems to be imminent, to allow the New Mexico Rehabilitation Center to be combined with the ENMU-R Health Science Center, Dr. Armstrong and Batson met with state officials the day of the Community Advisory Council meeting to begin the process of the construction of both buildings. Batson presented the architectural drawing of the Health Sciences Center, which Dr. Armstrong explained would have to be altered, due to the addition of the Rehab Center.
Jane Batson reported that ENMU-R’s Dental Project has been named as one of Kellogg’s 75 outstanding Programs in the World. The ENMU-R Pharmacy program has received a grant from Chaves County and the State of New Mexico. The program has 2100 patients at the present time.
Jane Batson stated that the Open Door Clinic and Outreach program has received legislative funding to remodel the mobile unit. Thus far, 35 women have been seen; two women were diagnosed with cancer.
Enrollment: Bob Bowman distributed a Spring 2005 Enrollment Data report, which showed the current campus demographics for the ENMU-R census date. Bowman reviewed the report with members, and discussed the statistics reported on the data sheets.
Provost Announcements: Dr. Armstrong elaborated on the information given by Jane Batson in her presentation. ENMU has entered into a partnership with ENMU-R whereby ENMU-R would have the responsibility of oversight and providing nursing classes for the ENMU Bachelor of Science degree in Nursing Completion program for Southeastern New Mexico. ENMU-R will provide all classes via video conferencing to locations at Clovis Community College, New Mexico Junior College, ENMU-Ruidoso, the ENMU-R Artesia Workforce Center, Eastern New Mexico Medical Center, and ENMU in Portales. Dr. Armstrong explained that the BSN- Completion program is open to all registered nurses currently registered in New Mexico. Jane Batson contributed that at the present time, fifteen students have been approved to begin the program on May 21.
Dr. Armstrong provided information regarding the present collaboration between the ENMU-R EMS program with Kirtland Air Force Base in providing paramedic training to U.S. Air Force ParaRescue students. Two accrediting team members with both medical and military backgrounds, recently made a site visit, and left after citing only three minor corrections. They were very impressed with the training provided. Negotiations are ongoing for a continuation of the program.
Dr. Armstrong reported that the status of the Community College Board (CCB) reorganization has not yet been resolved. Dr. Armstrong outlined the role of the CCB for new members, and explained that the university is seeking to reorganize the CCB so that it will be more effective in its role in the oversight process. At this time ENMU-R is awaiting the Attorney General’s opinion in the matter.
Dr. Armstrong announced that The New Mexico Border Health Council has selected Jane Batson, RN, MA, and Division of Health Chair at ENMU-Roswell, as one of four Lifetime Achievement Award recipients.
Other Business: Bob Cates outlined the history behind the ENMU-R Foundation for the
benefit of new members, including fund raising efforts, how the Foundation
benefits the campus and students with scholarships, and how the Foundation assists with bond issue campaigns.
At Steve Henderson’s request, Dr. Armstrong recapitulated the capital outlay funding that passed in the most recent state session: Approval of $3.5 million statewide GO Bond for the next voting session; $209,670 for the ENMU-R Dental Clinic; $35,000 for classrooms, $5,100 for security, and $25,000 for the dorms.
LaNelle Witt requested information about the ENMU Ruidoso facility. Dr.
Armstrong explained that the Ruidoso campus will attain branch status on July 1. At the present time, they do not offer degrees, but Dr. Elrod is working on providing new programs that will expand the university’s diversity. It is his intention to initiate new programs, not repeat programs already in existence in the present university system.
Linda Sacra requested information regarding continuing education, to be scheduled for the next meeting.
Donna Gutierrez asked for ideas regarding a 50th anniversary celebration in 2008. The campus would like to have a community-involved, large celebration.
At Bob Cate’s request, Steve Henderson agreed to continue on in his role as interim President.
